Adding a "temporarily outdated" tag to the Taiwan ISO mirror entry, because it hasn't been updated since 2014 and it doesn't carry Trisquel 8.0 images.

Overhauled the whole list, adding new packages and image mirrors and removing obsolete ones. This list is correct as of January 2019.
